I served approximately 37 years with the Philadelphia Fire Department, retiring as a Deputy Chief the highest civil service position in the Department. The last seven years I served as the Special Investigations Officer, (SIO) investigating disciplinary matters, co-investigating EEO violations and complaints with the Human Resources Manager and also concurrently served as the Integrity Officer for the Department. While in the capacity as the SIO I administered and enforced the Department’s Drug and Alcohol Policy. Subsequently, as a Battalion Chief, I served as the Employee Relation Officer addressing pre-disciplinary problems, headed the Critical Incident Debriefing Team, monitored the Aftercare Program for Drug and Alcohol compliance and coordinated all the charitable endeavors for the Department.
As Administrative Captain of Fire Prevention I coordinated city-wide public education programs, designed to reduce fire deaths, fire injuries and safe working and living environments in high-rise and low-rise building commercial, residential and assisted living. I entered Fire Prevention as the High Rise Inspection Compliance Officer for over 700 buildings in the City of Philadelphia. An additional responsibility was as the on-call Public Information Officer during my tenure in Fire Prevention. My fire suppression service also included a three period of service as a Fire Paramedic. I attended the Carl Holmes Executive Development Institute (EDI) from 1999-2003, the graduate program in 2004 and was promoted several times while there and currently volunteer at EDI in the Business Office.
